Korea AI Data Center Buildout and the 2031 Outlook
Korea has thrown itself in earnest into the race to become Asia’s AI data center hub. The combined investment being poured in by global hyperscalers and domestic conglomerates has already surpassed KRW 30 trillion, and the National Assembly has passed a special law designating AI data centers as national strategic facilities. Yet structural challenges — grid bottlenecks and over-concentration in the Seoul metropolitan area — are dictating the pace. So where exactly does Korea’s AI infrastructure stand today?

Why KRW 30 Trillion Poured In: Korea’s Locational Edge
An AI data center is no mere server warehouse. It is a piece of “strategic infrastructure” whose viability hinges on a complex mix of factors — power quality, telecom infrastructure, seismic risk, cooling efficiency, and legal stability. On these criteria, Korea ranks among the very top in Asia.
Korea has a relatively low frequency of earthquakes, and its four-season climate works in favor of reducing cooling costs. Its power quality and fiber-optic telecom infrastructure are considered, alongside Singapore’s, the best in Asia. As Singapore began putting the brakes on new data center projects amid land and power saturation, it was only natural for Korea to emerge as the alternative.
Against this backdrop, the AI data center investment commitments flowing into Korea over the past 18 months have reached roughly KRW 30 trillion (about USD 22 billion). Notable examples include:
- Hyundai Group: An investment commitment of about KRW 9 trillion to a single hydrogen-energy-based project equipped with 50,000 Nvidia Blackwell GPUs
- SK-AWS partnership: A KRW 7 trillion (about USD 5.1 billion) data center collaboration centered in Ulsan
- Microsoft-KT alliance: A KRW 1.8 trillion (about USD 1.3 billion) joint AI infrastructure buildout
- National AI Computing Center: A 15,000-GPU project, with a total of KRW 8.4 trillion approved, funded in part by the National Growth Fund
According to market research firms, Korea’s data center market is projected to more than triple in six years — from about USD 7 billion (roughly KRW 9.8 trillion) in 2025 to about USD 22.8 billion (roughly KRW 31 trillion) in 2031 (a 21.5% CAGR). The growth rates for Asia-Pacific (21%) and Korea (20%) both exceed double the global average (8%).
Government Groundwork: A Special Law and a GPU Procurement Plan
Leaving things to investment inflows alone proved far too slow. The government moved on two fronts.
First, enacting a special law. In May 2026, the National Assembly passed in plenary session a special law “designating AI data centers as national strategic facilities.” The core feature is one-stop permitting. Previously, approvals were scattered across multiple agencies — the Ministry of Environment, the Ministry of Land, the Ministry of Trade, and others — each requiring a separate application, which dragged out the process from several months to over a year. Now they are processed in a single window at the Ministry of Science and ICT, with a timeout system (an obligation to process within a set period) introduced as well. For non-metropolitan regions, an exemption from the power grid impact assessment was added.
Second, securing GPUs and building national AI computing. The national AI budget for 2026 stands at KRW 9.9 trillion, with nearly half allocated to infrastructure. As a near-term plan, the goal is to secure 10,000 GPUs within this year and to build the country’s sixth national supercomputer, with 8,500 GPUs, in the first half of 2026. Over the longer term, the blueprint calls for securing 50,000 GPUs by 2030 and completing a KRW 2.5 trillion National AI Computing Center.

Three Structural Challenges: Power, Concentration, and Talent
The faster the pace of investment and policy, the sharper the bottlenecks.
The power grid is the biggest variable. Where traditional data centers consumed 10–25MW, hyperscale AI data centers demand 100MW or more. Power density per rack has also surged, from the previous 5–15kW to a range of 50–130kW. As a result, total power demand from domestic data centers is projected to grow from about 4,461MW in 2023 to 6,175MW in 2028 (an average annual increase of 11%). The problem is that the transmission grid expansion needed to handle this demand is running behind schedule due to social conflict and siting constraints.
Metropolitan concentration is another risk. Over the 11 months from August 2024 to June 2025, 195 of the 290 data center power applications filed nationwide (67%) were concentrated in the Seoul metropolitan area. The applied capacity in the metropolitan area alone adds up to about 20GW. This is a structure that can trigger grid bottlenecks and regional conflict at the same time. The special law’s assessment-exemption benefit for non-metropolitan regions is precisely an attempt to disperse this skew.
A shortage of specialized talent is no small matter, either. AI data centers require not just basic operations staff but complex, multidisciplinary expertise — GPU infrastructure, high-density cooling, power grid design, and more. It is paradoxical that global Big Tech firms are committing investments to Korea while at the same time voicing difficulty in sourcing local operations personnel.
The 2031 Outlook: The Potential to Be an Asian Hub, and the Conditions

For the scenario in which Korea’s data center market reaches KRW 31 trillion by 2031 to become reality, three conditions must align.
First, the pace of grid expansion. To succeed in attracting large data centers to non-metropolitan regions while avoiding metropolitan concentration, those regions’ transmission capacity must be in place. Whether the special law’s eased permitting for non-metropolitan areas translates into real-world results is the crux.
Second, global Big Tech actually breaking ground. Much of the tens of trillions of won in announced investment is still at the “commitment” and “letter of intent” stage. Whether projects like Hyundai’s KRW 9 trillion hydrogen data center and the SK-AWS Ulsan hub break ground and reach completion on schedule is central to realizing the projected market size.
Third, synergy with the semiconductor supply chain. The HBM (high-bandwidth memory) supplied by Samsung Electronics and SK Hynix is a core component of AI accelerators. Korea’s semiconductor leverage is strong enough that global Big Tech firms station procurement executives in the country to secure memory supply contracts. A “full-stack AI infrastructure nation” strategy that links this supply-chain strength to data center attraction is Korea’s point of differentiation.
In the end, Korea’s potential as an AI data center hub rests not on technology or capital but on how quickly it can solve the physical infrastructure problem of grid expansion. Even with KRW 30 trillion in private investment committed, if the electricity does not flow, the servers will not turn on.
